Q:  Can I change coverage from PPO to HMO for the duration I would be covered under the Cobra plan?

A:  COBRA is a continuation of the same benefits, same coverage that you had before the qualifying event.   The employees that have COBRA continuation coverage must be given the same rights as an “active” employee and you’re only allowed to make changes to your benefits at open enrollment.  Your previous employer’s HR department can tell the dates of open enrollment.
