Q:  Why is it that COBRA has a grace period of a month, but if payment isn't made until the middle of the month it affects getting coverage?  My payments have been made at the middle of the month since May 2008. My insurance provider has changed from one company to another at the beginning of this year. I have yet to receive my insurance card and the insurance company says I do not exist to them. Why don't I exist, because my payment is made in the middle of the month?  WITHIN THE GRACE PERIOD TIME. This is above and beyond ridiculous and frustrating. Everyone involved plays the blame game and I get the run around. If this presents such problems, why doesn't COBRA just have a 5 or 10 day grace period?  Someone, anyone, PLEASE explain this to me. I would really appreciate an answer.

A:  To answer your first question, under the federal COBRA law, your previous employer/COBRA administrator must give you a 30-day grace period for payment of any premium. You should be aware that if you do not pay a premium by the first day of a period of coverage, but pay the premium within the grace period for that period of coverage, the plan has the option to cancel your coverage until payment is received and then reinstate the coverage retroactively back to the beginning of the period of coverage.  Also, if you are having issues with your new insurance carrier I suggest contact your COBRA administrator/previous employer to find out why you have not received any information on your new health plan.  I would make sure you are active in their COBRA system.  If you do not know who your COBRA administrator is you should contact your previous employer for more information on that.

If your problems with your COBRA coverage persist I suggest contacting the federal department of labor, www.dol.gov
