Q:  If dependents were not active on the member’s policy prior to the Stimulus Special Enrollment, can they be added?

 

A:  To be eligible for a Special Enrollment for the stimulus you must be eligible for Cobra.  To be eligible for Cobra, the dependent had to have been on the group health plan before the qualifying event.  Therefore, the individual is only eligible for the level of coverage as of the date of the qualifying event.
