Q:  How long does a company have to send your cobra papers so you can up?

A:  After you loose a job, if Cobra is going to be an option, your previous employer has by law 45 days to send you information in regards to your Cobra coverage.  From there you have 60 days to opt to take the Cobra coverage and it does go retro-active to your last day of benefits.
