Q:  My Group Health Insurance continued 18 months after termination in Feb 2008. It was not considered COBRA at the time because I earned enough in my Union to keep it going. During this time I was full time employed with a new job from March 2008-July 2009 but did not elect my new employers insurance. I was laid off from that current employer in July 2009. My Union Health Insurance just expired and was then offered as COBRA October 1 2009. Can I still qualify for ARRA even though I did not have health insurance with my recent employment which terminated on July 16 2009? If not should I apply for COBRA and list my recent employment as terminated July 2009 to qualify for the ARRA reduction? Thanks

A:  To be eligible for the reduction you had to have been involuntarily let go after September 1st, 2008, since you were let go in February I don’t believe you would be eligible for the reduction.  Since you are continuing on that employer’s group health plan I would recommend speaking with them directly either the HR or Benefits department to see if you would be able to receive that reduced rate.  To my knowledge though I do not think you would qualify.  You can also go to www.dol.gov/COBRA to see the latest information on the stimulus; you may find good information there too.
