Q:  How does a non-profit trade association get reimbursed under the federal 65% COBRA reimbursement program since they don't pay taxes or get tax credits?

A:  COBRA generally applies to all group health plans maintained by private-sector employers (with at least 20 employees) or by state and local governments. The law does not apply, however, to plans sponsored by the Federal government or by churches and certain church-related organizations.  So if your organization does not meet the Cobra law requirements then the reduction is not an option.  To verify what you need to offer to your employees contact the Department of Labor at www.dol.gov/COBRA or call 866-444-3272
