Q:  I am leaving one school system to go to another, so will go off one system  and then be picked up by another. What is my best course of action? especially if I have pre-existing care that might pop back up with the next systems insurance? thanks.

A:  If you elect COBRA you are actually continuing the same group health insurance that you had with your past employer. So, if your medical conditions were covered under that plan they will continue to be covered under COBRA.    Also COBRA continuation is creditable coverage and when you are eligible for her new employers health insurance there will not be a pre-existing clause.
