 Q:  Is the COBRA plan administrator obligated by law to issue a monthly coupon? 

A:  Your previous employer or plan administrator is not required by COBRA law to provide you with coupons or a monthly statement.   It is your responsibility to pay for the COBRA continuation and to make sure it is paid on time.
