A:  Generally, the COBRA coverage is not limited to only those pre-existing conditions. If your state is involved with a COB rule, then the group health plan would be the primary payer of benefits, unless the claim is due to a pre-existing condition. If that is the case, then COBRA is responsible for the claims. You would have to check with your state insurance to see if there is a law active in your state.
