Q:  I resigned from my position at the University of the Virgin Islands today. I was informed that they do not offer a COBRA plan. Can you explain why not?  It is a public institution employing more than 400 people full time.

 

A: COBRA is a US federal law that requires a US employer with more than 20 employees to offer continuation of their group health plan.   The employee must be a US citizen to be eligible.   Also, COBRA law doesn’t apply to group health plans that are from the federal government (they have a similar law) or churches and church-related organizations.
