Q:  I've been out of work on medical leave and my employer has put a hold on the health insurance. COBRA hasn't sent me anything and now I have no insurance.

A:  Your employer has up to 45 days to mail you the COBRA packet form the last day of your group benefits.  Once you elect COBRA your insurance is retro-active and there is no lapse in coverage.  It will be a continuation of the same policy before the leave.  You will be reimbursed for any out-of-pocket expenses for the insurance company once the paperwork has been processed.
