Can I get insurance under HIPAA?

Q:  I am currently enrolled under a cobra plan for health insurance and am also permanently disabled as per Social Security. I am moving to another state that my current insurer does not do business in and am not eligible for Medicare for another 19 months. My question is, will I be able to get new health insurance coverage under HIPPA, which would include my existing condition, until Medicare becomes effective?

A:  HIPAA restricts the way group health plans apply pre-existing condition limitations to its plan participants. It also applies to some indvidual plans.
