Q:  If a person has cobra coverage but it is a self funded plan and this person also has coverage thru spouse employee group health plan, which plan is primary?

A:   An employee and their dependents are not allowed COBRA continuation and other insurance at the same time.   However, COBRA may be continued if the other health plan has limitations and exclusions on pre-existing conditions that would be covered under the COBRA continuation
