Q:  If I leave one MA company with health insurance to another CT company without health insurance coverage can I sign up for COBRA insurance for the normal period of time through the first company?  If the new company is a competitor of the first, does that matter?

A:  COBRA is a federal law.  An employer with more than 20 employees MUST provide you with continuation of their group health plan when a qualifying event occurs. Leaving your job voluntarily is a qualifying event and you will be eligible for 18 months of COBRA continuation.  The employer that you’re leaving will provide you with the paperwork to sign up.
